A NEW Immigration Plan

 
Check this out - and MAYBE YOU'LL AGREE THIS MIGHT BE the biggest issue we face with solving illegal immigration -

According to a recent survey, in Phoenix it costs a couple of billion a year for the schools, services and medical stuff etc for illegal immigrants.  But guess what?  These same illegals account for several times that amount to the local economy

So here's the problem.  If we got rid of all the illegal immigrants in Phoenix, and took the roughly ten billion a year from the economy, what would happen?   

Companies would HAVE TO CLOSE from lack of workers, work projects would not get done, services performed by immigrants in the community would cease. 

businesses would fail and property owners would lose tenants.  There would be so many empty buildings property values would decline. 

The city would suffer from loss of tax revenue from local businesses and not be able to maintain services.  There aren't the people to come in and replace what illegal immigrants contribute to the Phoenix economy.  In short, kicking them all out of Phoenix would create a major economic disaster.

NOW IMAGINE THIS SCENARIO HAPPENING TO THE WHOLE COUNTRY!  YES WE HAVE A NATIONAL FINANCIAL CRISIS NOW, BUT IMAGINE WHAT IT WOULD BE LIKE IF WE TOOK 11 MILLION ILLEGALS OUT OF THE COUNTRY!

THIS IS JUST ONE POINT OF VIEW but just from a USA selfish approach, I don't think the answer to the immigration question should be about shooting ourselves in the foot economically.  We need another point of view besides the idea of arresting them all and shipping them back. 

For what now must be obvious ECONOMIC reasons, the only SMART answer IS to find a reasonable and fair way to get the ILLEGALS LEGAL while they are here IN THE Us, CONTRIBUTING TO AND TAKING FROM THE ECONOMY. 

 


the way the system is set up now, here's a problem.  Let's say an illegal immigrant has been in the USA for ten years, maybe has a house or apartment, has a wife, children in school and a job.  For him to start the legalization process, he has to go back to Mexico and apply for a visa. 

WHEN HE'S IN MEXICO, To get a visa he has to wait about three months until it's processed.  Meantime he's away from his family, his job and income - in other words, he can't afford to do it.  However much he might want to get legal, it's just impossible the way the system presently works.  As one illegal who has been in the US for years said:  "I would be happy to pay someone to be here...where can I pay...who do I pay...?"

We have to find a method that let's them stay in place HERE IN THE US while the legalization process iS underway. 

There's one final consideration to put in the mix.  I don't know what it is today with the world economy in shambles and oil prices down, but at one point the money sent back to Mexico by legal and illegal immigrants was second only to Mexican oil production in the amount of income created for Mexico - some 32 billion a year. 

Without this source of revenue, what would happen to Mexico?  It would experience a major economic downturn.  Having Mexican bodies in the US sending money home is a huge benefit to Mexico and one the Mexican government counts on to continue.  But this is an enormous drain on California.  We need to look at this issue as well.  After all, we do need to put California and America first.     


Because the Federal government FAILED
to take care of its responsibility and protect our borders, California and other states suffer from a tide of illegal immigrants. 

Now the illegals are here in our cities, the Feds still won't seriously address the problem they created for individual states.  So besides with their other financial problems, many States are almost going BK from covering the additional costs basically forced on them by the government's inaction.   

In this time of financial crisis, States must take control in a manner that 1)  improves public safety, 2)  reduces crime, 3)  helps cover the expenses, 4)  helps private enterprise, 5)  improves the States' bottom line and 6)  maintains the good that immigrants do provide by being here. 

We might start by making our border even stronger, and maybe immediately deporting all alien criminals presently in our jails, then:

Using my state California as the example, here's a suggestion:. 

1)    All DMV offices assign space for what we will call 'Caligration'.  This is defined as creating legal temporary guest California State residency during the process of achieving full residency and eventually citizenship in the US.  The logic here is that the US government is doing nothing about alien registration so we'll bring them in as temporary California residents - as is perfectly legal for temporary, migrant work visas.   
2)     In the DMV offices, we give Americans who are here JOBS to take care of all the applicants.  (Helps our economy by employing more people.) 
3)     All applicants must take the California driving test in Spanish/ English.  (Makes roads safer)  They PAY for the test which brings $$$ to the State.
4)     Applicants are issued IDs and a special color, non-voting  Alien Guest License that contrasts with regular California drivers' licenses.  These must be renewed every year for another fee. 
5)     The State uses one of its existing insurance plans, or creates a new one to cover the new drivers during their temporary resident classification.   (More $$$ to State)
5)     Through a computer link to the IRS, the DMV supplies the applicant with a legal IRS IT number that corresponds to the Alien Guest driver's license number.  There is another CHARGE for this.  (More $$$ to the State.) 
6)    Besides address, phone number etc, all applicants must reveal their employers.  There will be a % monthly fee taken out of the Alien Guest paycheck by the employer for working here in the US.  Of this amount 50% will be kept by the employer for collecting it, and the rest will be paid to the city where the Alien Guest lives.  The point is that the State gets the DMV office income to help cover State expenses, and the local businesses and cities get the other money to cover local services. 
7)     The Alien Guest driver's license also serves as a medical ID which will help in tracking medical costs in the guest workers cities.  Since the Alien Guest is contributing to support these services, he or she must be put into the system for medical and other assistance so they can get access to healthcare for their families. 
8)     Applicants must return to DMV, or possibly to an office in their residence cities where they are taught about the services available to them, also basic hygiene, use of 911, parenting, citizenship, location and use of medical clinics, and other training including of course learning English, for another FEE and this brings more $$$ to the local communities.
9)     Cities could hold classes in local area Mexican or other restaurants to learn the items mentioned above.  The restaurants might give a special discount dish as an incentive, and everyone could have a great time while working to get into the system.  They could also learn English in these 'fun' locations.  Applicants pay to learn, more Americans get jobs to teach them and more money goes into the community.
10)   Start Federally approved citizenship courses in a lot more locations so they are easier to get to.  (Fee) 
11)   Impose a % fee on all money being sent to Mexico.  USPS to collect $$$ for States by virtue of a new Federal law.  Since the States and not the Feds are presently carrying the burden of illegal alien costs, all money collected goes to the state in which it is collected.  The Feds are getting taxes from their wages anyway. 
12)    A copy of the Alien Guest application is mailed to Mexico Immigration so the applicant can get a visa and begin the process of legal entry to the US without leaving the US, job, and family.
13)   Another purpose of getting a visa from the Mexican side is, in co-operation with Mexican authorities, to generate a background check/ affidavit on all applicants so we are not importing criminals.  
14)     Since this could provide many new jobs in the state as well as 100s of millions of dollars a year in income to the State and millions more to local cities, it is now in the State's interest to make sure all Alien Guests first of all become registered, get their papers and then stay employed. 
15)     We create a Job Resource site on line and hire employment counselors to staff DMV offices or set them up in conjunction with local cities.  Employers log on to the web site as in a forum and post work for Spanish speaking workers including seasonal farm work.
16)     We must provide a cash incentive to all employers to push their undocumented workers to become legal and get into the system.  Allowing each employer to keep half the monthly Alien Guest Worker fee percentage gives the employer an opportunity to profit from their efforts to get the aliens legal. 
17)     And finally, we become the 'coyotes' importing immigrants into the United States.  Instead of smugglers bringing illegals here and having many die on the way and the rest sent back after being fleeced of much money by the coyotes, let the US set up border stations and charge workers to come into our country.  Instead of the smugglers making the money, let the States where the illegals enter make the money, like 1000.00 per head.  It's happening anyway.   It's a major law enforcement problem anyway.  So let's get rid of the law enforcement problem, get the workers we need, and make money all at the same time.

The United States is not in a major population expansion right now.  It needs immigrants to maintain itself.  Let's change our approach to how we let people come here to work, and being good capitalists, let's all make money in the process, help the new workers find and do jobs no-one else will do, reward the people who hire and need them, support the cities where they live, the States they come into, and all the Feds need to do is help us set it up and then kind of stay out of the way for now and let us bring in the money that helps us pay for the problem the Feds created.     


IN A NEW AND SMARTER AMERICA, MAYBE WE CAN USE THIS FOUNDATION TO BEGIN SOLVING THE IMMIGRATION CRISIS. 

FOR ME AS AN AMERICAN, A CALIFORNIAN AND A CAPITALIST, I SEE THIS AS AN OPPORTUNITY FOR EVERYBODY TO WIN:

1)     FIRST OF ALL OUR COUNTRY WINS FROM WHAT IT WOULD LOSE IF THE ALIEN GUESTS WERE NOT HERE

2)     STATES SUFFERING FROM TODAY'S COSTS WOULD WIN BECAUSE THEY COULD NOW MAKE AN INCOME TO HELP COVER THESE EXPENSES

3)     CITIES COULD GET SOME CASH FLOW TO HELP COVER THEIR COSTS

4)     EMPLOYERS WOULD PROFIT FROM THEIR EFFORTS TO HELP DOCUMENT ALL THE ILLEGALS

5)     AND OF COURSE THE ALIEN GUESTS WHO CAME HERE FOR A BETTER LIFE WOULD WIN TOO, AND AS I WROTE EARLIER, ONE SAID HE'D BE HAPPY TO PAY TO BE HERE IF THERE WERE A WAY...

PLEASE HELP GET THIS IMMIGRATION PLAN TO THE ATTENTION OF THE GOVERNOR IN YOUR STATE, ALSO TO THOSE IN OUR FEDERAL GOVERNMENT! 

IN THIS TIME OF FINANCIAL CRISIS, I THINK IT'S TIME WE TAKE A NEW APPROACH TO PROTECT OUR COUNTRY'S 'ALIEN GUEST ASSET' JUST AS WE WOULD ANY OTHER IMPORTANT PART OF OUR ECONOMY.
